Control center event settings (description, language, welcome text) can now also be changed by other company owners, not only by the founder of the control center event, if the control center event is linked to a company

- Ticket insprections on the same bus can take place again 2 minutes after the previous check

- Rights to transfer LP are now separate from the right "Organize / extend control center events"

- Company owners always have the right to transfer LP

- Company owners can determine which players can transfer LP to the company (still a maximum of 5 different players per company incl. owners)

- The right is no longer granted for exactly 60 days, but for at least 40 days (the exact duration depends on how many players the right has already been granted to)

This update fixes a bug that caused the BCS/CCS to freeze when the server load was high.
